The effective communication of information on chemical risk and the management measures is an essential aspect of the system set up by REACH in order to ensure more transparency.

The regulation keeps the already existing tools:

• the classification and labelling: it is now subjected to the provisions of the Regulation (CE) No 1272/2008;
• the safety data sheet: this sheet is the communication tool within the supply chain. The information provided must be consistent with that contained in the chemical safety report, where one is required. In this case, the relevant exposure scenario(s) are placed into an annex of the Safety Data Sheet.

REACH also sets up other tools:

• the Agency database: it should allow access to data held by the Agency;
• the authorisation procedure: it should ensure the efficient functioning of the internal market while ensuring that the risks from substances of very high concern are properly controlled. This procedure should incite to the replacement of these substances by less dangerous substances when suitable alternatives are available;
• the restriction procedure: the manufacturing, the placing on the market and the use of substances which present risks that need to be addressed, can be the object, from the Agency and on the basis of a risk assessment, of total or partial bans or other restrictions.
